Yes, but it depends on what chip or ecu you choose to buy. If you get a Ecu I strongly suggest a Hondata Ecu. Those can be programed for every mod that you have on your car to get the max power. You can also get one thats reprogramable.

An ecu can raise redline, but make sure it's not too high for the engine to physically handle. If it's too high you'll blow up the first time you try to take it to redline.

if course you can. but if you set the redline to high, you will bend a valve, or break the timing belt, and possbily spin a bearing or break a rod. chipping an ecu also requires tuning. do some research homie

All ECUs can adjust for simple bolt-ons (even stock ECUs). Unless you are going for a fully built N/A motor or adding forced induction, a reflash is perfectly fine for a street car. If you want the one or two extra horsepower offered by a dyno tune on a mild engine, then go for it. I think it's a huge waste of money to do that, but to each his own.
Oh and that Integra has beaten Mini S's on the backroads. While it looked like that. And it's a near stock LS. I don't need a built car to be fast. Could you do the same?
