I just found this article that says that bigger heavier wheels cause a drop in power as well as speed.

Speed yes which is commonly considered power on the street. On a dyno the numbers will be the same.

There might be other factors, but when they tested the two wheels on the dyno they got this:

Is the first dyno plot listed? If so please post it up. Weather conditions might have played a huge factor or many other things to change this small amount of power.

That dyno represents the larger wheels in red and the smaller ones in black, the entire article is here. I think they say that the HP drops mainly because of the messed up gear ratios, and that it accelerated slower due to extra weigh.

Gears don't effect HP or TQ numbers.

I read the entire article. It's not bad, but they didn't post the conditions for the second run. Sometimes they wait 4 hours or so to set the dyno up or even wait untill the next day. A car can gain 3.8 hp on a 68 degree day than a 55 degree day (rain or some other situation)
