Driverside windshielf wiper works fine. But the passenger side only twitches back and fowarth less than an in in total movement. You guys got any suggestions ideas?

Either a blown fuse or the arm has popped loose from the driver's arm.

Most cars use one motor and a separate arm to connect the two wipers. I've seen that second arm pop off and only one wiper will work. Not sure if the Civic uses one or two motors, but since it's a fairly cheap car it's probably one. Just pop off the vent cover over the wipers and see what the issue is.
