wait until the end of the month the dealerships will have to pay an insurance fee for dec even if the sell it on the 1st or the 15th. so they should be more negotiable towards the end of the month.

Dealers pay a tax on cars at the first of the year. Private sellers don't. If your buying from a dealer, even if it's a used car or not even a car from the company it's still taxed.
