i think its more of a personal ability than a general statement that people shouldnt drive and talk on the phone. i think that the ones that can do it safely should be ok but the ones that like to talk with their hands and ballance a coffie cup and a cig should have to turn in their license. and in reality its not just cell phone users. i've seen two people in a car just talking to eachther and the driver was all over the road.
