yea i'm deffinetly using the same belts, only change with the belts that i might make is i might take out the middle one as i will no longer need that becuase there will probably be a cetner console there

The belts aren't the main problem, it's the seat mounts. The front and rear mount completely differnetly, and trying to mount a front seat in the back is unsafe for anyone who is not a professional. The reason I brought up legalities is that while the seats may pass inspection, in an accident, a poorly designed mounting bracket will not hold up to the stresses of the accident and break off. Seats and belts are an incredibly important piece of safety gear. Let's put it this way: would you mount your brakes with a piece of aluminum foil? No. Because YOU modified the seat in YOUR car, YOU are held responsible for the well being of YOUR passengers. It can be done, but it will take a lot of work and be pretty expensive. I do think it would look cool, but it's not worth the risk.
What might work better is the rear seat from an EG Civic Si. They were basically buckets but have to mount into the bench seat bracket. They might just fit into an Accord like yours. You can modify the seat a little to fit your brackets, which would be a lot safer than trying to modify the bracket to fit the seat. Find someone who's stripping their Si and swipe their seats and see if they fit.

I bet I could mount he seats without and difficulty. If they were to use the stock belts it should be fine. Teh seats won't take the grunt of an impact. It would be the belts. As long as they know what to reinforce they will be fine.

No, the seats take a lot of abuse. This is why the FIA, SCCA, and NASA all have strict rules regarding seat (and belt) mounting. Harnesses hold you in the seat, but seats hold you into the car. Again, this could be done, but you have to crunch some numbers as to how to reinforce the floor. You can't guess and check. You have to make sure the new brackets are at least as strong as the fronts. Then, you have to make sure that everything lines up correctly and weld the piss out of it (and doing a really good job). To do all that means stripping out all the interior, moving away the wiring and probably disconnecting the fuel tank and pump (remember welding is more than just a little warm). It can be done, but will need a lot of work.
I'll stand by reccomending the Si seats, but not doing the full custom swap like this. The Si seats will definetely be a lot easier to do (probably a day or two to swap them in for the reasons I mentioned earlier). If you want to make them a little more custom, get them reupholstered or cover them. It will be the same thing, and they even have the center console already figured out. They will be in an EG9 Si. Try that instead.

well maybe i'll take my car to a shop and get a quote as to how much a swap over like that will run me in terms of getting a plate strong enough welded in then adding the brackets....i am pretty stoked about it, you don't see many cars out there with the bench seat swapped out for 2 buckets...and yes, i will deffinetly take some pictures when (or if) i get done with the project

I thought of something else: the seats you put in would have to be non-reclinable. There's nowhere to lean the seat back, just the rear shelf and glass. Then you have to fill in the hole between the trunk and seats...
Hate to piss on this idea even more (it sounds like something they should do from the factory), but it might be best to leave this one to the car that never sees the street. Good luck finding someone who can handle it.

yea i had already thought of that, and i almost had the opportunity to buy 2 sparco non-reclinable 4 point seats for under 200 bucks from my manager...he went and sold them to another co-worker

Messing with crash restraint systems is a risks business, another thing of note, if your seat is not secured properly and you are in a frontal collision it is possible that the seat could push against you and the harness crushing you. Its an interesting idea, but there is a reason that people haven't done it. btw, if you do go for the harness only a few are DOT approved, any make sure its something that you can get out of quickly in case of fire or submersion.
