Not always...I have seen a few suppliers of the 2 piece header assemblies call the lower half the down pipe...now that is not the correct term but it has been done...

and is 200 a good price for a turbo? i think it came out of a 240 but i'm not entirely sure

Well you have the normal upper section that connects to the head and has four pipes tha usually converge to two pipes...then there is a flange connection that the (proper term) collector combines the two pipes into one and goes "down" below the oil pan and connects to the front of the pipe...see pic below

no not always...

downpiping is with turbo's

down pipe is in any exhaust...

its one of those things where you have to watch the spelling closely...
