Just keep in mind that good performance parts are expensive. You may be able to put something together thats quality yourself, but make sure you get quality parts and make sure the connections are solid and allow for good airflow. Personally, if I was going to get something at a lower price, I would go with a used AEM, FUJITA, or K&N kit on ebay and just clean all the piping well and replace the filter. Most of the good kits have all the bends incorporated int he piping design such that you dont have to use a log of connectors, some of the cheap ebay versions have poorer materials, filters and may rely on a lot of connectors which obstructs airflow. I bet some of the cheap versions also use plastics that will melt.
Attached below is an ebay search, notice they do have used systems for sale. This may mean you will need to hit the manufacturer or you local auto parts stores for some additional rubber line. You can find most of the instruction manuals online for major brands -- these will tell you what you are missing (need to get at the auto parts store) and how to put it together for your specific vehcile. 99 civic intake, eBay Motors, Honda items on eBay.com Cheers, JB

Remember, on a short ram, the fewer the bends....the better. You may want to take a good look at that $88 intake again and see what you'd have to do to make it fit. It may still be a good deal, just might take additional hardware.
