so for my first car should i try for a 90-91 civic hatch b16 turbo with a stage 3 clutch

Okay, so here's the deal. I'm a proud new owner of a 1991 Honda Civic Hatchback CX. I've gotten all the necessary repairs completed, except for one thing. I need to change one of the two bulbs that shine on my license plate (the one on the right side, specifically), but 1) it's hard to get to from the outside, and 2) the screws have rusted into reddish clumps...

Is there any easy way I can get in and change this bulb, or do I have to crack off the screws from the outside, and get new ones...
