License plate mount - HondaClub.com

I need to get instructions for putting on a front license plate mount for 1997 Accord. I can't seem to find a diagram online. Any suggestions?

the exploded view on Majestic Honda's website doesn't help much. If it is similar to my 93's, there are just two bolt that go through the frame into nut plates in the bumper skin.
