I'm referring to the tail light lens, not just the bulbs. It looks as if the bumper cover also needs to come off for the 2003 honda accord base on other research that I found on the web because of a mount on the bottom of the tail light lens.

Umm, did you look at the picture I posted? I had to strip that SOB from the rear seat back. I think I know what I'm talking about here. If the directions caem from a service manual, then you WILL have to take off the bumper.

If it seems like it is hung up on the bumper cover I would just pull it off. To R&R the bumper is reather easy. A few 10mm bolts and a few plastic clips and its off.

Well, on my civic you had to take the bumber off to get the taillights off. On the older vehicles its easier than on the newer vehicles. When I had my 98 accord they were easy, so the when they came with the new body style they may have made it more difficult. So if I were you i'd just take off the bumber and check.
