Default Automatic shoulder belt not working

...And the second thing not working on my Accord that I would love to fix is the automatic little clips for the shoulder belt. They are locked in the back position so if I want to use the shoulder straps for my seat belt, I have to manually release and re-connect them every time I get in or out of the car. Not a biggy, but I assume Honda put those things on a track for them to go back and forth, making your every day life a little easier and safer. What should I check for first to try to make these work again?
