Default 99 3.2 TL - A/C heater fan not doing anything

Without warning or noise, the fan has stopped working. All fuses are good, circuit breaker swapped and Ok, heater relay jumped and no change. The fan bench tests OK, there is a very weak 12V to the fan motor but will not light a small test lamp.
I suspect the "transistor" is bad as the power side is an open circuit (no ohm draw).
Is this common or am I missing some subtle problem elsewhere? Anyone elsa have a fan go out and how was it fixed?

All suggestions welcome.
