I think the trick is to balance performance with looks. Take a Ferrari: they are hella fast and look sexy. And they aren't rice. Same goes with the JGTC cars. They spend about 1/4 of their budget on aero and paint. Besides balance is required for any good car. Balancing suspension with engine and chassis. So I think a good body and clean interior should top it all off. Now I don't mean to go all out with neon and a giant stereo, but some creature comforts are always nice (like A/C and a full interior).
I think PT's car is a balance of looks and speed. Although the only pics I've seen of it are with no bumper, on jackstands, and needing paint.
