This isn't neccessarily about the neons, but it is about state laws and how police can act. In California it's illegal to have your taillights smoked dark. I've had smoked taillights for a year and have been pulled over once but only for the tint and that was by the highway patrol, he did not say anything about my taillights. Beside the CHP, i've also had the sherriff, the LAPD, and other city police all behind me and until recently I was pulled over not just for my tint but he also said something about my lights and gave me a ticket for both. All because the cop was bored and had nothing better to do, than give tickets. So just double check with the local law enforcement and also look to your states Vehicle Code. Better safe than sorry. Even thought i had my taillights smoked it took a year for one bored cop to pull me over give me a ticket for them.
