Exterior, the answer is usually no. Interior is fine, but make sure that the bulbs aren't visible from the outside, And make sure that they don't throw up too much glare on the windows or you won't be able to see at night.
My opinion, but neon labels your car as a rice rocket and nobody will take you seriously. Do as you will since it's your car, but the car guys around you (the ones who can help you swap an engine or get you cheap parts) won't help ricers. Even if you aren't your car will say it all.
