i got my 86 Civic Si for $400, it needs a new clutch (which I have) and some small tweaks but otherwise I have a running vehicle. Just start saving money and living cheap and you'll have a nice chunk (say 1000-1500) saved in no time. You should be able to find a great candidate, like the 88-91, for that amount. Take your time and be a little picky, don't go for anything with serious body damage (like bashed in fenders), or serious rust problems. I'd highly reccomend an older civic like the 88-91 Hatchback, they're plentiful and because they're plentiful they're cheap. Trying to build a newer wrecked one means dealing with a salvage title, and you really don't know what you're getting. What looks like some light damage on the skin could mean a twisted/bent frame underneath. The other great thing about the 86-87 civic Si and the 88-91 civic dx-Si is that you can bolt ALOT of the same gen Integra stuff on them. From the brakes and knuckles/spindles to straight motor swaps. If there's anything else I can answer for you let me know
